Treaty 4: The Next Generation Project / La prochaine génération

Treaty 4: The next generation project (also known as Treaty4Project) is an educational project that allows students to explore the idea of treaty citizenship to better understand the role of their generation in Treaty 4 territory (Saskatchewan) today and in the future. It is our hope this project will reinforce inclusive viewpoints about Saskatchewan’s history and promote the development of student ideas and actions of what treaty citizenship could be.

Elder Noel Starblanket (Regina Public Schools)

Elder Noel Starblanket
Noel Starblanket is a member of the Starblanket Reserve. In 1971 he was elected chief of his reserve at the age of 24, thus becoming the youngest chief in Canada at that time. Starblanket was elected Third Vice-Chief of the Executive of the Federation of Saskatchewan Indian Nations (FSIN), and held the position of president of the National Indian Brotherhood or NIB (now the Assembly of First Nations) for two terms between 1976 and 1980. While president of the NIB, Starblanket enhanced public awareness of First Nations issues and needs, and contributed to building the Brotherhood into a strong political lobby group.  (Source:  The Encyclopedia of Saskatchewan : http://esask.uregina.ca/entry/starblanket_noel_1946-.html)
Elder Starblanket will be providing guidance and knowledge about the importance of First Nations culture, traditions and Treaty 4.

Elder Starblanket's role in this project involves:
  • Speak with the students at the designated schools ahead of time about the importance of culture, traditions and Treaty 4.      
  • Presentation during the conference
  • Lead ceremonies during the conference
  • Guiding the committee as well as its members in their choices, their decisions and protocol.
  • Guiding the committee and its members in the ways of various First Nations people
  • Providing knowledge and feedback based on my area of expertise to the committee and its members


      Ray Keighley (Artist)

Ray Keighley is a Cree/Metis artist who was born and raised in the foothills of Alberta and who has family roots on the Sucker River Reserve north of Lac La Ronge, Saskatchewan.  Art has been an integral part of Keighley’s life since early childhood and in 1988 he graduated with a BFA from the University of Saskatchewan.  He now lives and works in Warman, Sask.

Keighley’s work varies from realism to a more abstract, conceptual practice.  He has extensive experience as a painter and printmaker.  Besides smaller works, Ray enjoys working on murals.  Native content often gives an added creative energy to Keighley’s art objects, reflecting the artist’s balance between his ethnic origins, his life and work.  More recently Ray has been working in wood carving.

Ray's role in this project involves:
  • Planning a basic idea for a collaborative art piece involving approximately 200 students that respects the agreed upon theme
  • Communicating with all of the students involved via Skype at least one time prior to the event
  • Working with a large group of students on the piece
  • Collaborating with a sub group of artists who will help lead this event


Dr. Angelina Weenie & Dr. Kathleen O’Reilly 
(First Nations University of Canada and the University of Regina - Professors with Indigenous Education)

Dr. Weenie & Dr. O'Reilly's role in this project involves:

- Working with Indigenous Education students at the First Nation’s University of Canada to plan 30 minute workshops for the Youth Conference.

- Communicating the progress of students and their planning with the committee

- Providing feedback to the committee and its members. 



 
Calvin Racette (Regina Public Schools - Coordinator for Aboriginal Education)

Calvin's role in this project involves:
- Assisting Elder Noel Starblanket Guiding the committee as well as its members in their choices and their decisions; 
- Guiding the committee and its members in the ways of various First Nations people; 
- Providing knowledge and feedback based on my area of expertise to the committee and its members; 
- Creating a bridge between the committee and the Regina Public School Board.


 

Sandra Bellegarde (Regina Public Schools - Aboriginal Consultant)

- Chairing committee monthly meeting; 

- Communicating between Regina Public Schools and the committee; 
- Providing knowledge and feedback based on my area of expertise to the committee and its members; 
- Coordinate the use of required social media technology between schools for the project.

Monique's role in this project involves:
  - Taking minutes at committee meetings; 
  - Taking charge of the overall progress during the two days of the youth conference;  
  - Support Naomi and Leia with educational resources about treaty instruction before and after the conference; 
  - Offering technological support; 
  - Documenting the event through photography; 
- Working with other Instructional Consultants who before and during the conference who might be interested in furthering the project.

Hillary's role in this project involves:
  - Oversee the project and assure that it respects the protocol and standards of Campbell Collegiate; 
  - Oversee the project and assure that it respects the protocol and standards of the Regina Public Schools Board; 
  - Offer technological support; 
  - Communicate with appropriate staff at the Regina Public School Board or bridge communication for Naomi and Leia; 
  - Help in communication to community; 
  - Assist with time-management and allow for release-time or other;
  - Support Naomi and Leia in school related matters; 
  - Communicate with Cynthia Hock (Principal of Campbell Collegiate) and Mick Panko (Vice-Principal of Campbell Collegiate); 
-    - Providing knowledge and feedback based on my area of expertise to the committee and its members

 
Leia Laing and Naomi Fortier-Fréçon (Regina public Schools - French immersion teachers at Campbell Collegiate)

Leia & Naomi's role in this project involves:
- Preparing and submitting application according to program requirements and the adjudication criteria; 

- Establish a planning committee that meets once a month; 
- Coordinating the project including: Identifying and incorporating curriculum outcomes about Treaties and French Language Arts; 
- Negotiating a contract with the artist and respecting said contract (will be done in collaboration with School administration and School Board)
- Fulfilling all final reporting requirements before July 15th 2015; 
- Communicate the progress of the committee as well as what needs to be done; 
- Communicating expectations clearly; 
- Providing support of all kinds to all members so that they are able to accomplish their roles; 
- Arranging transportation and food for all parties; 
- Arranging the rental of the location for the event (arranging for a technician, making sure the names and logos of SaskCulture and its partners are visible from the beginning, arranging chairs and tables); 
- Arranging for an MC during the youth conference; 
- Oversee the management of funds, payments and contracts (primarily done by the Regina Public School Board); 
- Documentation of the project through a blog; 
- Pre-Post teaching: Ensure students know academic expectations about this project and have the opportunity to be introduced to the topics.
